Setting:
Resident Evil takes place in a world that, by and large, isn’t too different from ours. There’s no flying cars, no magic, and no panacea to the world’s problems at large. Things seem to always be going wrong at some point or another, especially where science is concerned. Where the Resident Evil universe deviates from our own is in that scientific arena. The Umbrella Corporation, a renowned in-universe pharmaceutical company, works under that guise while attempting to create “bio-organic” weapons for the black market, more specifically viruses of different varieties, such as the Tyrant (T-Virus). The Progenitor virus was originally found back in the 1960s but took years and years of research to develop into the various strains seen across the REverse. Most of said research initially took place underneath the Spencer estate, home to one of the expedition members who found the virus and an extremely wealthy dude, in the Arklay Mountains in the “Midwest.” As Raccoon City/Arklay Mtns have not been given a specific location, they occur in some generic area of the Midwestern United States.
One particular scientist working on the virus was able to be revived entirely by it. Of the other scientists working on the virus, William Birkin created a large number of bioweapons, such as hunters and the cerberus - mutated reptilian creatures and dogs, respectively. These were designed with the explicit intention to kill everything in sight if the virus were to get out. Nice way to prevent the zombie apocalypse amirite. However, when the Bravo Team from STARS (Special Tactics and Rescue Service) of the Raccoon City Police Department head up to the Arklay Mountains to investigate deaths in the surrounding forest, none return (albeit Rebecca Chambers did survive). A handful of the best of the best of Raccoon City’s Police Department were helpless in the face of a new and entirely unexpected danger. So, obviously the answer is to send more people.
Raccoon City does indeed send its Alpha team, including Resident Evil’s protagonists: Chris Redfield and Jill Valentine and the series’ antagonist: Albert Wesker. All three are elite members of the police force and Jill herself has a military background and has earned the title of ‘master of unlocking’ in the department. It’s during the events at the mansion that Wesker first starts injecting things into himself that he really shouldn’t be injecting into himself. His body is naturally tolerant to the Progenitor virus, which he goes on and on about later in Resident Evil 5, making him what he believes to be an Ubermensch of sorts. Some people in-universe have this natural immunity and some simply don’t, which will be explained later. Regardless, despite the Alpha Team’s attempts to destroy the Arklay Labs and the virus inside, things go wrong. STARS is disbanded due to Chief Irons’ corruption, more people inject themselves with things they shouldn’t inject themselves, rats start consuming the t-Virus in the sewers, and the inevitable zombie apocalypse comes to one city: Raccoon City.
It just so happens, though, that one of the other main protagonists for the series is starting his new job at the RPD! Leon S Kennedy has the worst first day ever, encountering a zombie-infested Raccoon City after driving across the country all night to get there in the first place. He meets Claire Redfield, who’s come to find Chris- who, with all his free time now, has decided to head off to Europe to investigate Umbrella’s empire there. Jill herself stays in Raccoon City a little longer to attempt to discover Umbrella’s lab in the city, only to end up smack dab in the middle of said zombie apocalypse. She manages to escape before the city is nuked, but in the process of doing so gets infected with the T-virus, gets cured of the T-virus, defeats Nemesis (an infected bioweapon called a Tyrant designed to wipe out the remaining STARS members) all in a mini-skirt and a tube top.
Following the destruction of Raccoon City, many anti-Umbrella, anti-bioterrorist, and anti-pharmaceutical groups began to pop up all over the world in response, including the private group that Jill and Chris both join. While said private group are off taking down Umbrella’s last facility in Russia and the new BOW TALOS, Umbrella is taken down legally in the United States, found guilty of involvement in Raccoon City’s destruction. With these charges leveled against the company, its stock dropped and the empire itself fell. Shortly after its demise the BSAA (Bioterrorism Security Assessment Alliance) came into being, devoted to preventing bioterrorism internationally and independent of any one country’s agenda. Jill and Chris and nine others founded the organization with funding from the Global Pharmaceutical Consortium, a group wanting to earn back the trust of the American people following Umbrella’s downfall. Under a new mantle, Jill’s previously narrow scope widens greatly, taking on a ‘save the world’ vibe. Also during this time, the FBC or Federal Bioterrorism Commission rose to head the counter-terrorism efforts.
While the BSAA begins to do some serious work around the world, Leon Kennedy was sent to track down President Graham’s daughter Ashley, who had been kidnapped by a mysterious cult in Spain known as the Los Illuminados. Like Umbrella and like the later Tricell, the Los Illuminados attempted to use the Progenitor virus to create superhuman individuals. Like Wesker, its head Saddler believed that those who were chosen would tolerate and even flourish with the Progenitor virus (its form in the Los Illuminados is called the plaga) and those unworthy would simply become creatures or mindless slaves. After properly saving Ashley, Leon files a report referenced a couple times in Resident Evil 5, detailing his experiences with this new form of bioweaponry.
All the while, different terrorist groups continue to crop up around the globe, such as the Veltro that attack the Mediterranean city Terragrigia. Chris himself appears to go missing somewhere in the same location and Jill is sent to find and retrieve him with a new partner while he’s sent to do the same. On the Queen Zenobia, Jill appears much more hardened by the events of Raccoon City and more than capable of handling herself in the face of terrors and mutated creatures, even alone. Searching the ship, Jill joins the “let’s inject ourself with stuff” club with a T-Abyss vaccine, adding to her immunity against the T-virus and its variants. It’s revealed that the head of the FBC, Morgan Lansdale was responsible for the tragedy at Terragrigia. The FBC was formally dissolved and a lot of its resources were handed over to the BSAA while the latter organization began reporting directly to the United Nations. A few months and another zombie attack later, another pharmaceutical giant WilPharama collapsed after evidence of its spreading the T-virus in order to gain a future profit in making the vaccine. Now, more than ever, people in first-world countries distrust pharmaceutical companies, leading to the development of facilities in third-world countries by others, such as Tricell who Wesker begins to work for.
With the pharmaceutical world in disarray, the whereabouts of Umbrella’s founder Spencer lead back to Europe and his estate on the coast of the Atlantic Ocean. Sent there to track him down, Jill and Chris once again encounter mutated, terrifying creatures, this time in the form of Guardians of Insanity, infected with a variant of the G-virus. The two fight through another creepy mansion, only to find Spencer murdered by Wesker, their former teammate. During the struggle between the three, Jill tackles Wesker out window to save Chris, sending both down the cliffs and possibly into the ocean. After a lengthy search in vain for the bodies, both Wesker and Jill are declared dead in 2006.
But of course it doesn’t stop there. With Wesker having injected himself with Things, he survives and uses the badly injured Jill as a test subject of his own. Utilizing the antibodies and the dormant T-virus inside her, he perfects his own strain of the Progenitor virus called Uroboros. He infects himself with it and begins to utilize his alliance with Tricell to spread it through Africa. During this time the drug p30 was developed to perfect the continuing efforts toward a super soldier. The drug gave the user super strength as well as inducing, essentially, mind control. When Wesker could no longer use Jill as a test subject of sorts, he attached a device to her that would continually administer p30, making her his super soldier slave to help him spread Uroboros across the globe. Masked and cloaked, Jill served Wesker for three years under the influence of the mind control drug, until the BSAA sent Chris and Sheva Alomar, of the Africa division, to Kijuju to investigate the black-market dealings of Richard Irving.
Over the years between Jill’s disappearance and the events of Resident Evil 5, the BSAA continued to grow, sponsored by Tricell and the Global Pharmaceutical Consortium, establishing eight different branches across the globe. With the increase in power, the organization was able to respond to an increasing number of threats. Despite the ability to better police bioterrorist threats and groups, more continued to develop under a similar guise as Umbrella’s; Tricell once again pretended at the surface to be a pharmaceutical company working for the good of the world while secretly developing BOWs. Richard Irving is just one of many dealers in Africa, and Chris and Sheva are sent to attempt to stomp out the spread of a new virus, Uroboros. Once again, there are battles against crazy monsters, people infected by a mysterious virus that turn them into zombies (called Majini in this game), and the appearance of Wesker while he attempts to take his Uroboros global.
Late in the adventure, Chris and Sheva encounter Wesker and Jill, both of which are alive and kicking. When Wesker decides the two BSAA agents aren’t worth his time, he sics Jill on them, surprised to see she’s still resisting the p30 even after three years of constant administration. With Chris and Sheva’s help, the device is removed and Jill is finally free of the p30. Once again, she has to escape somewhere that’s about to be blown up. Summary: Pharmaceutical companies are bad. Zombies, mind control, and superhumans exist.
Personality:Above all, Jill is determined and strong-willed, believing deeply in a sense of justice that motivates her drive against Umbrella. She’s not the type to stand by while a bully kicks kids around the playground, no matter how metaphorical the playground. It doesn’t matter if it takes force, putting herself in danger, plunging through hordes of pissed off superhumans, she will get the job done. Sure, she won’t do this for every little thing, but if the cause is important enough, whether or not she has a personal connection, she will push for it and push others. For example, in RE5, when Chris clearly would rather make sure she’s okay and leave the world to burn in the process, she pushes him (both verbally and physically) to go do the right thing. No matter how steep the odds, no matter how much he might want to just take a break, Jill knows that he has to stop Wesker from
That said, Jill changes from a people-driven individual to an ideal-driven person. Since her expansion past just Umbrella, she's shown to see the big picture before details. As in the given example, she’s very conscious of the fact that the world could literally end if Chris doesn’t get to Wesker’s tanker and stop him. No matter what else is going on, no matter the fact that she hasn’t seen her best friend and partner that she sacrificed herself for in three years. She doesn’t deal with her guilt there, she shoves it under and keeps going for the sake of the mission. There’s always going to be a time and a place for everything, and Jill is a firm believer in that, especially as she grows older; the battlefield is not the place to let emotions interfere with teamwork or other essential facets to succeeding. This doesn’t mean she’ll throw someone under the bus if they’re flagging, or hate on someone who isn’t contributing quite as much to the team. She understands that there are individual needs among a diverse group of personalities, but most of the time there’s not much room to coddle said personalities. Instead, she focuses in on strengths of the individuals around her and pushes them to do their best.
Despite odds she’s faced, creatures big and small, Jill remains altogether unintimidated and well-mannered. She doesn’t let others, regardless of strength or skill or appearance, push her around. In the first couple games, she’s easily scared, but this changes by the third game as she becomes more and more experienced with zombies and the like. She’s level-headed in the face of Nemesis, guiding her and Carlos through Raccoon City with relative ease. This only continues through Revelations and Resident Evil 5. She's more likely to be scared or disturbed by the loss of someone close to her by natural causes than a stranger by unnatural. On the same token, she's no longer the type to be scared about shooting a zombie in the head, regardless of how human or inhuman they appear.
Orders on the battlefield or from a command structure are different. As mentioned a couple times, she easily sees the big picture and is a big believer of teamwork. There’s going to be people smarter than her in the world and she knows that. She doesn’t let it intimidate her or scare her, but on the same token, she’s not about to brag about knowing all the things ever. In fact, she often defers to those with greater expertise, even if they're less experienced with the situation. Such as in Revelations, when Chris explains that he knows where the lab on the Queen Zenobia is, despite not having been on the ship for 6+ hours (he'd briefly gone through the Queen Zenobia's sister ship the Queen Samarimas), she trusts his word and doesn't argue about the fact that she's been on this sinking ship far longer and knows the condition of it better. If she has an idea, she's not going to hide it or shyly refuse to say it, but she isn't going to shove it in the face of someone with a better idea or push that it's her way or the highway.
Continuing on that line, Jill has never been a show-off. Her clothing choices (note that Jill did not choose her battlesuit, Wesker did) are practical but still feminine. She's ready to be rough and tumble at any moment and no job is too dirty. Reaching her bare hand into unknown slimy people-goop? No problem. Examining a dead zombie-whale-blob? Scanning right now. She's also usually incredibly prepared for situations she goes into, but again doesn't show that off. It's not meant to be a chance for her to gloat about how right she is that x event came down the road, the preparation's meant to keep people, including herself, alive. If she's caught off guard or isn't as prepared as she should be, Jill easily improvises and adapts to the situation without a fuss. Setback after setback won't keep her from achieving her mission, even if it means thinking of a far different approach than she initially thought. Despite her deeply professional nature, Jill also does have a sense of humor that she occasionally whips out. During a particularly intense situation, she might shout 'not now!' but if they're not about to die, she does make the occasional quip and easily responds to humor on the job.
Upon being told that she's in between life and death, Jill honestly won't be too skeptical. Maybe a little surprised, but altogether not skeptical. She's seen, experienced, and believed in things that most people would think impossible. At this point, she's got a pretty open mind when it comes to the weird, especially if it's meant to be natural (such as death, rather than un-death). She'll definitely feel guilt for having not seen Chris's mission to its end, or being able to help him in some greater way, but she'll also be dealing with her emotions after just being released from the p30 mind control drug. Altogether, though, Jill is fully capable of recovering and will be determined to do so, as well, no matter the setting. She's not quite dead yet, so there's no reason to throw in the towel, especially when there's work to expect back in the land of the living. Honestly, she'd be more rattled if any of her teammates or partners showed up here than being here herself.

Jill is a little on the taller side, but primarily built for speed rather than power. She's definitely got muscle, but most of her power is down in her legs, leaving her relatively lean above the waist. Due to the p30 and cyrostasis, Jill is currently blonde and a great deal paler than her usual complexion. She's 33, but doesn't exactly look her age, considering. As mentioned in the personality, she dresses very practically and isn't the type to be sporting huge heels and low-cut tops.
Abilities: As mentioned briefly in the setting section, Jill has a military background which tends to get changed from game to game because CAPCOM can’t make up its mind. Regardless of which variant, Jill comes to the table with a lot of experience with a lot of different weaponry and skills. In canon, we see her use handguns/pistols, magnums, long and short-distance rifles, machine guns, knives, RPGs/bazookas, and even hand-to-hand. She's a practical fighter and while she might lose points for appearance, it also means she's not going to waste time on a technique/weapon that doesn't work (even if it looks super cool). One caveat is that with Wesker's "add-ons," so to speak, from her time under the influence of the p30, she'd need time to work out of the very aerial technique she adopted (which is much showier, in true Wesker style). On top of her military experience, Jill is known in STARS (and the RPD) as the "master of unlocking," in that she's the best lockpick in STARS. We see her pick plenty of physical/oldschool locks, but in Revelations, we see that she also can deal with electronic/digital locks. Anything more than that though, it'll take her a bit to think around.
So, with being both physically and mentally strong, Jill works well both on and off teams. She has no problems playing second fiddle to anyone and that distinct lack of an ego makes her a great asset to any team. That said, she's proven that she can work independently or in a pair very easily as well.
And she can play the piano very well. In the heat of a crazy situation.

Suite: Metal Sector - She’s spent a lot of time in a lot of labs or buildings and in her time in the series, she’s never really been in an outside environment except at the start of missions. Honestly, she’d feel more familiar with the layout and feel of the metal sector than any of the others (and she doesn’t have any particular love for art/gardening/the other sectors’ specialties).

Jill's bones ached, weighed her down in ways she'd never felt before. A zombie apocalypse or swimming through a sinking ship didn't bring this kind of exhaustion, and she'd survived both. The borderline pain now settled down into her joints throbbed with a different feel, cumbersome instead of energy peeling away from her muscles. She didn't give herself the chance to sit and focus on it long, though, as she rose to her feet with a slight grimace. Chris. She needed to find Chris. He had to stop Uroboros; that was more important than her fatigue. Rest would come later, it had to come later.
"Chris," her voice is a little more than a panting sound as she glances around, trying to find any sign of her partner.
A shadow moved in front of the door, illuminated by the light outside. It might not exactly be friendly, but there was a good chance not every person here was a hostile. She limped to the door, her insticts not throwing up the alarms quite yet. Conversation, she could hear conversation; now that's more like it. People who could talk was at least a start in the right direction. The less she saw of the mindless majinis, the better (and she'd seen her fill already, infected enough herself already). A sting of guilt stabbed deep into her chest, threatening to steal her breath away. How many lives had she taken while unable to fight back? Too many. Sheva had already given her forgiveness and Chris would always forgive her for any mistake, but Jill found that she couldn't forgive herself. Not yet.
"Chris." His name rose with Jill's breath as she pressed the door open.
For a moment she thought she saw him, his face turning toward her, but then she felt her world spin again as the floor rose up to embrace her.

[Jill sits at her console for a few moments before turning it on. The wounds on her chest are bandaged and the battlesuit off and hidden away where she doesn't have to sees it. So, instead she'd dressed in a traditional Tangzhuang, the lightly colored collar visible as she speaks.]
My name is Jill Valentine, I'm with the BSAA--- I'm looking for my partner, Chris Redfield. Or Josh Stone, also BSAA. I... maybe they came with me. [She pauses, considering that that would mean that they too were between life and death. No. That would be worse. Taking another moment, Jill breathes, composes herself and offers,]
I guess I didn't think the afterlife would be so bright and cheerful. Sure is a good way to throw off the bad vibes.
